  • 9 Dec 2008 in National Assembly: Mr. Speaker, Sir, there seems to be a difference between the answer that has been read by the Assistant Minister and the one that I have. The answer that I have here does not contain any figures. It contains explanations only. However, I have taken into account the figures. Why did it take a long period of time to terminate the contract? The work that has been done in the market is not substantial. It has taken almost two years to terminate the contract. view
  • 9 Dec 2008 in National Assembly: Mr. Speaker, Sir, I want to ask two more questions, so that I can get substantive information on this Question. Could the Assistant Minister tell the House how much December 9, 2008 PARLIAMENTARY DEBATES 3925 money has been set aside for same project, taking into account that the cost of construction materials has gone up? He should also specify when this work will start. view
  • 3 Dec 2008 in National Assembly: Madam Temporary Deputy Speaker, although I am ready to ask the Question, I have not received a written answer to it. view
  • 26 Nov 2008 in National Assembly: asked the Minister of State for Planning, National Development and Vision 2030:- (a) whether he could explain how the poverty index used for the allocation of Constituencies Development Fund (CDF) is computed as well as the reasons for changes in poverty indices in various regions over the years; and, (b) what the poverty index was in each of the divisions in North Mugirango/Borabu Constituency as at the end of the last financial year. view
  • 26 Nov 2008 in National Assembly: Mr. Speaker, Sir, I thank the Assistant Minister for that lengthy answer. However, I would like to get this clarification from him. It is clear from the answer that the poverty estimates are desegregated up to the district level, and we usually get them at the constituency level at the same time. My constituency lies within two districts; so, which poverty index numbers does the Ministry use in allocating funds to the constituency? view
  • 26 Nov 2008 in National Assembly: Mr. Speaker, Sir, the Assistant Minister has indicated that they are using the 1999 estimates. My question is, in trying to establish the poor people in the community, are there enough assumptions made by the Ministry in the computation? view
  • 25 Nov 2008 in National Assembly: asked the Minister of State for Planning, National Development and Vision 2030:- (a) whether he could explain how the poverty index used for the allocation of Constituencies Development Fund (CDF) is computed as well as the reasons for changes in poverty indices in various regions over the years; and, (b) what the poverty index was in each of the divisions in North Mugirango/Borabu Constituency as at the end of the last financial year. view

  • 4 Nov 2008 in National Assembly: asked the Minister of State for Provincial Administration and Internal Security:- (a) whether he is aware that Nyamusi Division in North Mugirango/Borabu November 4, 2008 PARLIAMENTARY DEBATES 3221 Constituency has, for the last one year, experienced a lot of gun attacks which have made it difficult for the Provincial Administration to discharge its duties properly; and, (b) what steps the Government is taking in order to curb the high rate of insecurity in the constituency and bring the culprits to book. view
