  • 4 Nov 2008 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. When you look at the answer given by the Assistant Minister, it is true that he is not aware. He is not in touch with what is happening on the ground. I will only give him three instances where people have been killed and others wounded through the use of guns. On 26th December last year, one candidate's home was attacked and people were wounded by the use of guns. On 31st January this year, one teacher and his son were attacked. Up to now, they are still nursing their wounds. On the 28th ... view
  • 4 Nov 2008 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. I appreciate that the police have been assigned to patrol that region. But due to the vastness of that region, could the Assistant Minister consider assigning the vehicle to Nyamusi Division, instead of Nyamira District Headquarters? view
  • 4 Nov 2008 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. With the little knowledge that I have in law, I understand that protection of human life belongs to a different class compared to other animals. When the Assistant Minister says that he will assign a second-hand vehicle, he should know that we have no second-hand lives in North Mugirango, where I am the Member of Parliament! Is he in order to say that he will assign a second-hand vehicle to Nyamusi Division? view

  • 21 Oct 2008 in National Assembly: asked the Minister for Youth Affairs and Sports:- (a) whether she could confirm if the managers and instructors at youth polytechnics are Public Service Commission employees and indicate their basic salaries and allowances, if any; and, 2830 PARLIAMENTARY DEBATES October 21, 2008 (b) what plans the Ministry has to improve the remuneration of these employees. view
  • 21 Oct 2008 in National Assembly: Mr. Speaker, Sir, I want to thank the Assistant Minister for answering the Question but it has been answered halfway. Although he has said that the managers and instructors are employees paid by the management committees, is he aware that these managers and employees are paid by the Ministry of Youth Affairs and Sports and that they are not paid a house allowance of Kshs3,500 each? view
  • 21 Oct 2008 in National Assembly: Thank you, Mr. Speaker, Sir. In his last answer, the Assistant Minister has indicated that they are in the process of employing instructors and managers within the Ministry. Could the Assistant Minister tell this House how they have prepared a strategic plan without having the terms and conditions of service of those managers and their instructors reviewed? view
  • 14 Oct 2008 in National Assembly: asked the Minister for Industrialization:- (a) what criteria the Ministry applies in establishing an industry in any part of the country; and, (b) what measures he will take to facilitate the establishment of a pineapple processing industry in North Mugirango/Borabu as the area is in need of one. view
  • 14 Oct 2008 in National Assembly: Mr. Deputy Speaker, Sir, I thank the Assistant Minister for answering the Question. However, could he state clearly, how far the Ministry has gone in identifying the potential investors by giving the names of those who are going to invest in Nyamusi Division? view
