  • 14 Oct 2008 in National Assembly: me a wrong answer in the sense that he has not identified the investors who are going to invest in these three divisions and definitely, the answer he has given does not divulge exactly what is required in terms of this investment. Could he specifically state how far the Ministry has gone in identifying these potential investors because I also sit in the DDC and this issue has never come up as far as investment is concerned? view

Mr. Temporary Deputy Speaker, Sir, as Members have said, SACCOs form a big proportion in terms of the Gross Domestic Product (GDP) of this country. They form a key sector that tries to eradicate or reduce poverty among the local communities. The SACCO movement has come a long way until this level now, where we have a SACCO Bill being discussed in Parliament. Mr. Temporary Deputy Speaker, Sir, in the Budget for this year, the Minister gave a very good background of where he based the Budget. We are expecting a lot out of it. He spelt out his main objectives for implementing the Budget. I mean the objectives which he intends to achieve by the end of the period. I take this opportunity to thank the Minister for Finance for having drafted this Bill. I know that since the 1990s, all the accounting systems were harmonized. It requires to be looked into with a lot of scrutiny, so that we may have an internationally acceptable legal framework that can guide the accountants.
