In the previous arrangements in the county assemblies, there has not been a deputy speaker in the House. Therefore, there is the risk of creating a vacuum in the House incase, for some reason, the Speaker vacates office or is removed. This amendment serves to fill in that gap. In the county which I come from, there are multinationals which own large tracts of land. There are several public schools within those large tea estates. In fact, there are 11 primary schools and two secondary schools. Currently, there is a requirement that before a school receives Government funding, a Land Reference (LR) number should be given for those institutions. The experience that the Senate has is as has been mentioned by the Senate Minority Leader. It was unpleasant. The Chair of the Council of Governors then was my governor. Those meetings were chest-thumping forums for the governors. I have listened to the sentiments of the Senators, including senior Members of this House and have no reason not to take their concerns seriously. I got a letter requesting me to join two other governors in the steering committee. We will deliberate on the programmes of devolution. The letter at the end indicates that there will be a meeting with the business community in Meru. The business community includes and, in fact, it is organised by the Njuri Ncheke. The Senate has much more to offer to these officials from county assemblies. The Senate has a school which they can learn from much more than what they observe in the Senate. There are also other institutions in Government where management courses are offered. The visiting officials from county assemblies have a great role to play in making sure that the resources that have gone to counties are put to the best use, for the benefit of the citizens of this country.
