  • 18 Feb 2016 in Senate: Thank you, Mr. Speaker, Sir. I also join my colleagues in applauding the nomination of Sen. Billow to the Pan-African Parliament. I commend, congratulate and appreciate the work done by Sen. Murkomen who, when he was in the Pan-African Parliament, he was also a member of the sky-team. He was present at the conference most of the times. I also appreciate Sen. Billow because I know him as a stickler for processes and regulations. view
  • 18 Feb 2016 in Senate: Mr. Temporary Speaker, Sir, I wish to comment on the Petition on the division of revenue. I am sure that we are all aware that this is one of the issues that we are dealing with in the House. I am happy that these citizens have brought up this issue because we have quite a lot to say about the division of revenue using the criteria that we have. Land area is one of those criteria that we use but we have not looked at it very closely. We have considered the land area of some of our counties, for ... view
  • 16 Feb 2016 in Senate: Mr. Speaker, Sir, I wish to join you to congratulate and wish the visitors from my county well in their visit to the Senate. Today was an important day for my county because the Governor for Bomet County was in the Senate playing his role as required by the Senate regulations to answer to a Petition. I thank the delegation from Bomet County because they are people we work together with in the entire county, including Nyangores, which is part and parcel of Bomet County. I assure the House that all the wards in Bomet County, including Nyangores ward, are ... view

  • 16 Feb 2016 in Senate: Thank you, Mr. Temporary Speaker, Sir. From the outset, I wish to congratulate my colleague, Sen. (Dr.) Kuti, for bringing this important Bill to the House. All of us are aware about the seriousness of the level at which the cancer epidemic is ravaging our communities and country. It is good that this Bill is in this House so that we can address ourselves to some of the issues that appertain to this problem. Cancer cuts across communities, ethics, ethnic groups and all the boundaries. In fact, it is an international phenomenon that we must address from that level. When ... view

  • 16 Dec 2015 in Senate: Thank you, Mr. Deputy Speaker, Sir. I also wish to agree with the Speaker’s ruling that these matters that are secondary to the matters that are on the table be deferred and we deal with the issue of voting which is a matter that we have come for. Thank you. view
  • 3 Dec 2015 in Senate: Thank you, Mr. Temporary Speaker, Sir. I would like to thank the Chair of the Committee who was very patriotic and for having brought up the issue when KQ was still afloat. We have heard issues where institutions have gone down before we can have commissions to look at them. For example KenRen, Halaal, Macadamias and all those other projects which siphoned a lot of our money. Mr. Temporary Speaker, Sir, I want to mention only one thing which I experienced as I sat in this Committee. The very non-strategic decisions that were made by the management are so stirring. ... view

  • 2 Dec 2015 in Senate: Mr. Temporary Speaker, Sir, I also wish to take this opportunity to support this Motion. It has been born out of our very bitter experience as we, Senators, watch the wastage of resources that we have allocated to our counties. This is the best thing that could happen to this House for it to have some muscle and position in which we can monitor the usage of the resources that this House votes and allocates to the counties. The passage of this Motion and its support is very important. It is important we do it urgently because the wastage and ... view
