  • 17 Sep 2015 in Senate: Thank you, Mr. Speaker, Sir, for considering me in making a contribution on this. I also wish to support this Petition and suggest that in this country, we know NEMA is not doing as we would want it to. There is a body for disaster management in this country. I think some of the disasters in this country are manmade, they are designed by our negligence and it is important that we consider this as a disaster. There are things that do not wait like the infectious diseases arising from this dust. They cannot wait for the Petition to go ... view
  • 17 Sep 2015 in Senate: Mr. Temporary Speaker, Sir, I thank the Vice Chairperson of the Committee on Health for the very comprehensive answer she has given. However, I would like to seek clarification on one area. Before that, I want to emphasise and raise the concern of 2,302 students who actually took their time and paid money to apply for courses. Up to date, they have not been admitted to any of the colleges. Obviously, this is a concern and it is understandable why they went to court. Students who graduate from medical training centres throughout this country have a great bearing on the ... view
  • 15 Sep 2015 in Senate: Mr. Speaker Sir, I stand to present a petition by the petitioners in my county for the quick resolution of the budget crisis currently obtaining in Bomet County. The undersigned citizens of Kenya, citizens of Bomet County, pursuant to Article 96 and 119 of the Constitution, draw the attention of the Senate to the following: THAT, there is currently a stalemate between Bomet County Assembly and Bomet Governor, Hon. Isaac Rutto, on the county budget of 2015/2016 Financial Year which threatens to become a major crisis if urgent action is not taken to avert it. The particulars of the budget ... view
  • 15 Sep 2015 in Senate: On a point of order, Mr. Temporary Deputy “Chairman”, Sir. I noticed that several reports have been submitted already. I think more than three quarters of the counties have been reported. But the report for Bomet county is not forthcoming and yet the Governor of Bomet was the Chairman of the Council of Governors. I want to say that the report for Bomet is awaited very eagerly by the residents and voters of Bomet. Since there are worries that something could be cooking in the pot for the accounts of Bomet, we really want to ask that the report for ... view
  • 15 Sep 2015 in Senate: Mr. Temporary Speaker, Sir, I want to thank the Chair of the Committee on National Security and Foreign Relations for the answer that he has given. I want to seek a clarification from him because these are supposed to be new generation IDs. I do not see anything new about these cards because they are not responsive to the current technology where we have reached. I would like to ask the Chair whether these cards are truly new generation in having sim cards incorporated in them so that they can carry more information which could be sought from anywhere. For ... view
  • 15 Sep 2015 in Senate: Mr. Temporary Speaker, Sir, my Chairman was out of the House when that important statement was sought and since we want to get to the bottom of that issue, I would suggest that the Chairman be made very familiar with the request so that we can deal with it. view
  • 15 Sep 2015 in Senate: Thank you, Mr. Temporary Speaker, Sir. I rise to support this Bill. I would also like to sincerely thank the Senator for Nyandarua County, Sen. (Eng) Muriuki for coming up with this Bill. Further, I would like to congratulate him because this is not the first time that he is coming up with a very useful Bill that is brilliant and visionary. I am aware he was involved with the design and presentation of the CDF Act which brought tremendous changes in the development of our country, particularly our counties. I believe this is such a Bill that will, probably, ... view
  • 30 Jul 2015 in Senate: Mr. Speaker, Sir, first of all, I want to thank the Chairman of the Committee on Agriculture, Livestock and Fisheries for the elaborate answer that he has given. However, I would like to seek further clarification. I am thankful that there are some investigations which are going on regarding this consignment and the subsequent consignment which was arrested thereafter. From the answer which has been given, there is an entity that was mentioned which is called Potential Quality Services. I think that this is the culprit in terms of introduction of ivory into this business. No action has been taken ... view
  • 30 Jul 2015 in Senate: Mr. Speaker, Sir, I wish to seek clarification as to what is done to the goods once they have been bought from the auction before they are exported and what is their security? When the material is exported, it is held in bonded warehouses. I want to know whether even the exported material can be held in bonded warehouses before they are exported to close this little loophole that has allowed the ivory to come in. Thirdly, I want to seek a clarification on the action that has been taken against the KRA officers that were handling this commodity because ... view
  • 30 Jul 2015 in Senate: On a point of order, Mr. Speaker, Sir. I am a bit concerned by what the Chairman has said that the Cabinet Secretary of Agriculture, Livestock and Fisheries has nothing to do with this particular company called Potential Quality Services. If you look at the investigations that have gone on, it is this company that has caused all these problems. To say that the Cabinet Secretary for the Ministry concerned has no control over it- this is a Kenyan company - and I am sure that somebody will deal with it. I am sure that any institution of Government will ... view
