  • 14 Sep 2016 in Senate: Mr. Speaker, Sir, I want to ride on Sen. Orengo’s question about the Integrated Financial Management Information System (IFMIS) and the Internet Banking (IB) System. This problem has arisen in many counties, including Nyeri County. These are information systems that can be synchronized. Is it possible for the Office of the Controller of Budget to work on synchronizing these systems, so that this problem does not continuously arise? This is a figures management issue. view

  • 14 Sep 2016 in Senate: Mr. Deputy Speaker, Sir, thank you. Now you can see me. Let me seek two clarifications. It is about the renovations that were done. I would like to know from the Counsel for the Governor, whether these renovations that were done in this building; were they the type of renovations that were going to be removed at the end of the lease or they were permanent modifications of the building? Two, I would like to have a simple explanation of this variation in the dates of valuation and lease. Looking at it as it is now, it can only mean ... view
  • 8 Sep 2016 in Senate: Thank you, Mr. Speaker, Sir. I also want to congratulate you for the very wise ruling that you have made with regard to this very important activity that the Senate is going to undertake in the next few days. I did understand that there will be two parties or two processes going on. The Committee will be there to guide the process. Of course, as you have said to summon the witnesses and the others, and, at the same time, we shall also have the plenary. First of all, I want to thank Members of the Joint Committee of both Houses of Parliament for having taken time and taking upon themselves the very heavy duty of making a decision about the electoral commission. I also thank the outgoing commissioners who have been disgraced yet what has been reported here is that there were no findings. I think the statement of no findings is an escapist statement. They should have made it clear that there was no offence committed by the commission except the ... view

  • 18 Aug 2016 in Senate: Mr. Temporary Chairman, Sir, whereas I agree with Sen. (Prof.) Anyang'-Nyong'o that we could move to the Motion, it is also important that we read the Report and understand it, so that we can contribute significantly. Since we have not read the report, I do not think that it is advisable to go directly to the Motion. view

  • 28 Jul 2016 in Senate: Mr. Deputy Speaker, Sir, these are administrative figures. I am a clinician and these are not figures that I would have on my hands. These are figures that are changing every time. I am sure there are figures that have developed over time. The issue of the mortality rates was not asked. However, we can find the most current figures from the officers. The question on how much it cost per delivery was not asked but I am sure it is a relevant and useful question.
