  • 24 Oct 2024 in Senate: Mr. Speaker, Sir, I want to comment on the Statement about Moi University. In the late 1980s, 1990s and early 2000s, Moi University was a premier university, second to the University of Nairobi (UoN). I do not know what they thought to buy Rivatex East Africa Limited. They took a loan of Kshs3 billion to buy Rivatex East Africa Limited, but they were not in the textile business. The electronic version of the Senate Hansard Report is for information purposesonly. • 24 Oct 2024 in Senate: As leaders, especially from the region and across the country, it is important to leave institutions of higher learning independent, so that they can run professionally. An institution like Rift Valley Technical Training Institute (RVTTI) is now bigger than Moi University. Right now, the Eldoret National Polytechnic has more students than Moi University. When the position for Vice Chancellor for Moi University was announced, somehow leaders from that region, including myself, could have influenced that because we wanted our own, which was wrong. We should have left the Public Service Commission or the University Council to competitively employ and get ... view
  • 22 Oct 2024 in Senate: Thank you, Mr. Speaker, Sir. I also rise to join my colleagues to support the Report by the Committee on Finance and Budget to reject the amendments by National Assembly. It looks like our colleagues in the National Assembly do not know what happens in the counties. When they get such a report, the first item they want to reduce is what goes to the counties. There are about 11 of us in this House who were Members of National Assembly from 2013 to 2022. When you come here, you realize the need for protecting devolution and counties by giving ... view
  • 22 Oct 2024 in Senate: stipend, an allowance for them to move around. They have reduced the allocation to CHPs to Kshs2.58 billion. This means that some CHPs who are already helping our people on the ground will have to work without an allowance. How do they expect them to support? It means that communities will not have CHPs to do the basic health issues. We reject this amendment. They will have to return what they removed. The other issue that I want to touch on is the Road Maintenance Levy Fund. This is a fund that, the other day, the Cabinet Secretary for Transport ... view
  • 22 Oct 2024 in Senate: However, the National Assembly goes ahead and removes the allocation to the first five counties that they were given, yet the county headquarters are not complete. If you go to Tharaka-Nithi County, and our colleague Sen. Gataya Mo Fire is here, he will tell you that it is incomplete. It is a shell. So, by not giving them what had been proposed, we are saying that let the projects continue to stall. This is unfair. Completing projects has become more expensive because of our insensitivity to not allocating resources. We need to be champions of devolution. This means rejecting anything ... view
  • 17 Oct 2024 in Senate: Thank you, Mr. Speaker, Sir. My first question goes to hon. Mutuse. Out of the 22 companies that you have alleged that they are associated with the Deputy President, how many are really of interest to this particular impeachment? Yesterday you talked about the one in Vipingo and we saw that 10,000 of the total shares are owned by the estate of the late Governor Nderitu Gachagua. Another comment is on the clips that were played yesterday on shareholding. I want to ask the legal Counsel for the Deputy President: It looks like we did not stop campaigns after elections. ... view
  • 25 Sep 2024 in Senate: Thank you, Mr. Speaker, Sir. You know he is also my Member of the Committee. I do not know why he want to interrupt. Mr. Speaker, Sir, I rise pursuant to Standing Order No.56(1)(b), to make a statement on the activities of the Standing Committee on Energy for the second quarter of the third session covering the period commencing 1st April to 31st August, 2024. The electronic version of the Senate Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Director, Hansard and AudioServices, Senate. view
  • 25 Sep 2024 in Senate: During the period under review, the committee held a total of 28 sittings, during which it considered and concluded on one Bill and one inquiry. Attached in the statement is a schedule of the legislative business undertaken by the committee during this period. Mr. Speaker, Sir, during the period under review, the committee considered and concluded nine statements. Six statements are pending before the committee and we have scheduled to meet the Cabinet Secretary after his familiarization tour of the Ministry, because we have a new Cabinet Secretary in the Ministry of Energy who was appointed recently during formation of ... view
  • 18 Sep 2024 in Senate: Thank you, Mr. Temporary Speaker, Sir. I also rise to support this Motion to postpone Senate Mashinani to Busia from next week, Monday, 23rd September, 2024 to 28th October, 2024. We know the challenges that we are facing. I believe that is the reason why, in its wisdom, the Senate Business Committee (SBC) decided that we reschedule the sittings of the Senate in Busia County by five weeks. I know that majority of the Members, including what Sen. Cherarkey had said, had made arrangements and even booked where they were to put up but I believe the facilities will allow ... view
  • 18 Sep 2024 in Senate: While we were in Turkana last year for Senate Mashinani, as the ICT Committee, we launched free Wireless Wi-Fi in two markets. That has created opportunities for the youth to do online jobs. We also had an opportunity to check the Lake Turkana wind power in Loyiangalani. Those are the experiences that we get from the Senate Mashinani. Mr. Temporary Speaker, Sir, there are industrial parks being put up at the counties. These are also opportunities that the Kenya Kwanza Government has enabled the counties to generate additional opportunities. Even in the position of the Minority, you need to talk ... view
