Hon. Speaker, Hon. Pkosing is being careless. We lost two people yesterday and he said that we want to arm one side of the community. Almost every homestead on the other side of the community has a gun. That is careless and irresponsible!

Thank you, Hon. Speaker. It is so sad that cattle rustling is happening across the country; Marsabit, Kerio Valley and other areas have been affected. Teachers in Marsabit County are not even going to school and several schools are closed. There is fighting among communities and the Government looks like it is unable to contain this menace across the country. Communities from Marsabit, Kerio Valley and other areas have, for almost eternity, requested to have the Kenya National Police Reservists. We do not know why they have not been employed yet Hon. Thank you, Hon. Deputy Speaker. I rise to support the Petition by Hon. Alois. This cattle rustling and banditry has gone on in the country for close to two or three years, on and off. We have had several meetings on this case about Laikipia, Samburu, the Kerio Valley and Turkana. It seems like the security apparatus have been defeated by the bandits. If the alumni are involved in the management of universities, the universities will change for the better because those who have gone to those universities have a lot of interest. They will have a lot of pride in the universities. But, it looks like current managements of universities do not have interest in their institutions and that is why most of them are run down. had concerns that this is a technical area that needs a road engineer to be the Director-General. I know that there are specific laws that we passed in the past that required we open up the position to other professions. It seems like since the advent of the 2010 Kenya Constitution, lawyers want to be everywhere. We need to leave some specific technical areas to engineers. The Director- General of Kenya Rural Road Authority (KeRRA), Kenya Urban Roads Authority (KURA) and Kenya National Highway Authority (KENHA) sign. open embassies as though they were different from the national Government. I believe it is important and soon as the Bill is passed and signed into law, we will need to have proper regulations to clarify what Hon. Nyikal was saying, so that it is very clear. We do not expect county governments to deal directly with international donors, but they need to go through the National Treasury, so that they can be assisted.
