  • 23 Jun 2020 in National Assembly: Yes. Thank you, Hon. Speaker. I want to respond to the Question by Hon. Olago Aluoch, Member of Kisumu West. • 23 Jun 2020 in National Assembly: It is an interlude. I think he has gotten his applause. The members of the Media Complaints Commission were appointed on 16th September 2016 to serve for a period of three years pursuant to Section 29(4) of the Media Council Act, 2013. The members were eligible for reappointment for a further and final term of three years. As is the practice and procedure during their final year of the first term 2018/2019, the State Corporations Advisory Committee (SCAC) carried out a performance evaluation of the members of the Media Complaints Commission on 7th November 2018. Thereafter, SCAC submitted a report ... view
  • 23 Jun 2020 in National Assembly: It is noteworthy that the Media Council of Kenya has also taken necessary steps to mitigate the absence of an active Media Complaints Commission via taking necessary administrative action in its capacity as a regulator in the media industry as well as encouraging parties to engage in some form of alternative dispute resolution in the first instance. This has gone a long way in preventing the creation of a backlog of complaints. The ministry has already received the allocation in the Supplementary Budget II. In readiness for the recruitment exercise, the Cabinet Secretary has already commenced the recruitment procedure anticipated ... view
  • 23 Jun 2020 in National Assembly: Hon. Speaker, I want to inform the House that the process has already started and in 30 days’ time, commissioners will be in office. If the Member had information earlier, within that one year, the Committee would have done something. His Question came towards the tail end when the process had already started. If it came earlier, we would have intervened as a Committee. view
  • 16 Jun 2020 in National Assembly: Thank you, Hon. Temporary Deputy Chairlady. I want to raise a concern. When the National Treasury comes up with austerity measures, one of the areas they target is Information and Communications Technology (ICT) Services and this cut across all the Ministries. The core function of this Ministry is ICT Services. So, it is important that when they are doing austerity measures, they ring-fence ICT Services of the Ministry of ICT because their business is ICT. Secondly, I want to thank the Budget and Appropriations Committee because we requested it to support our community radio and television stations, especially during this ... view

  • 4 Jun 2020 in National Assembly: Hon. Speaker, the Committee placed an advertisement in the local dairies on Friday, 21st February 2020 inviting the public to submit their views on the Bill on or before 27th February 2020. This is the first Bill we have put an advertisement in the newspapers and only one organisation gave us a memorandum. That is the Outdoor Advertising Association of Kenya. After receipt of the same, the Committee held a total of four meetings to consider the Bill and submissions from Outdoor Advertising Association of Kenya which we have incorporated in this Report. view
  • 4 Jun 2020 in National Assembly: We expected more people to give us submissions like the Council of Governors (CoG) and other agencies like Kenya National Highways Authority (KeNHA), Kenya Rural Roads Authority (KERRA) or Kenya Urban Roads Authority (KURA). But they did not submit and we only received a submission from the Outdoor Advertising Association of Kenya. view
