  • 5 Nov 2019 in National Assembly: Thank you, Hon. Speaker. We are the Committee that oversees the Judiciary. I am happy with the direction you have given that the issues raised before the Budget and Appropriations Committee is indeed an issue of the budget. We had a meeting today and what we have resolved is that, during the meeting between the CS for the National Treasury and the Budget and Appropriations Committee, we will make ourselves available as the Departmental Committee on Justice and Legal Affairs. The reason we want to be in that meeting is because the issues to be canvassed or discussed are matters ... view
  • 30 Oct 2019 in National Assembly: Thank you, Hon. Speaker. It is my Committee which oversees the Judiciary. I want the Members of this House to understand the seriousness of this matter. • 30 Oct 2019 in National Assembly: Year was Kshs23.3 billion. This House approved Kshs18.9 billion. Out of that amount, Kshs14.5 billion is for recurrent and Kshs4.4 billion for development. Hon. Speaker, these figures are important for Members to understand, so that you know the extent of this matter. The National Treasury now intends to reduce that budget by Kshs2.9 billion arising from the so-called memo. Hon. Speaker, you missed some critical points I was making, and I want the House to appreciate the extent of this matter, so that out of the Kshs18 billion that was approved by the House, Kshs14.5 billion was for recurrent and ... view
  • 30 Oct 2019 in National Assembly: I would like to give an example which will shock Hon. Members here. Out of the Kshs1.8 billion for development, Kshs1.4 billion was supposed to build courts across the country from the funding by the Government, not to mention the ones by our donors. Out of the Kshs1.8 billion, Kshs1.4 billion will be taken away leaving Kshs400 million for development of our courts. That is the thing that worries me most. It means that we cannot build the courts that we have earmarked for development. In addition, the reduction on the Recurrent Expenditure again affects the entire process of the ... view
  • 30 Oct 2019 in National Assembly: Hon. Speaker, I agree with the Members here that what the Judiciary is trying to do is illegal. Article 94(4) states: “Parliament shall protect this Constitution and promote the democratic governance of the Republic.” view
  • 30 Oct 2019 in National Assembly: I want to agree with the Members that we will never sit down here and allow the National Treasury to continue undermining the Constitution of this country. I am worried because as much as the Chair of the Budget and Appropriations Committee (BAC) said that those memos have no effect in the process, I want to assure you that even with… view
  • 29 Oct 2019 in National Assembly: Hon. Speaker, this is a very important Committee just like all others. Listening to Hon. Kaluma who is a member of my Committee and Hon. Didmus Barasa... There is only one question that is not being answered here. Was there a meeting of the sub-committee to elect Hon. Kaluma as the chair and Hon Didmus as his vice- chair? view
  • 29 Oct 2019 in National Assembly: Hon. Speaker, if the answer to that question is yes, then what follows is a presentation of the minutes of that meeting. However, if the answer is no, it is, therefore, not in order for one of the Hon. Members of that Committee to allege that Hon. Didmus was chosen as a vice-chair. It is even clear to me now that when the sub-committee does the elections, they are supposed to report back to the main committee and give feedback. The electronic version of the Official Hansard Report is for information purposes only. Acertified version of this Report can be ... view
