  • 10 Mar 2020 in National Assembly: I know I have taken a bit of time, but it is because of the fact that this is a very important area. As I conclude, let me say that as the Chair of the Departmental Committee on Justice and Legal Affairs, and I will say this in the presence of the Budget and Appropriations Committee, when you talk of allocating money to build houses, you can feel, you can see what the money can do in terms of the number of houses; the allocation and the value. When you allocate money for roads, you can see the roads. When ... view
  • 5 Mar 2020 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I rise to support this Bill. It is important for us to know that prior to 2015, before the amendment of the Companies Act, it was difficult to do business in this country. The process of registering companies would take as long as a month or even beyond. However, when we did the overhaul of the Companies Act in 2015, we made it possible for Kenyans to do business in our country and therefore, creating a very conducive business environment in our country. This has also facilitated investors in our country to do business ... view
  • 5 Mar 2020 in National Assembly: Committee. The Attorney-General indeed supported this particular proposal. Even though the requirements to obtain company seals in Kenya is optional, in practice companies still get seals made which take around two days to obtain. It goes for about Ksh2500 and sometimes Ksh3000. It is an element of cost when you want to have a seal for a company. The Attorney-General also admitted that with the digitisation of the process of incorporating companies in Kenya, the security features offered by the company seals have been rendered obsolete owing to more technologically advanced security features of the digital system currently in place. ... view
  • 5 Mar 2020 in National Assembly: also expanding their businesses. They will be in a position to employ the youths of this country. We will improve our economy and build a better business environment for our population. I want to plead with my colleagues that we pass this Business Laws (Amendment) Bill for the betterment of our economy, country and citizens. Thank you, Hon. Temporary Deputy Speaker. view
  • 4 Mar 2020 in National Assembly: Hon. Deputy Speaker, I beg to lay the following Paper on the Table of the House: Report of the Departmental Committee on Justice and Legal Affairs on its consideration of the President’s reservations to the Law of Contract (Amendment) Bill (National Assembly No.1 of 2019). view
  • 4 Mar 2020 in National Assembly: Thank you, Hon. Speaker. There are two issues here. I still want to pursue the point of order by Hon. Olago. The question that is being raised is whether what the Chair of the Budget and Appropriations Committee is proposing in terms of amendment is a Committee decision or his own. The other point is that I want to correct Hon. Mbadi. The resource requirement of the Judiciary in 2020/2021 is Kshs37 billion. They were given Kshs18.1 billion in the ceiling. What the Committee is trying to do now, which I support, is to add Kshs1 billion to make it ... view
  • 10 Feb 2020 in National Assembly: Thank you, Hon. Speaker. On my behalf and that of my family and the great people of Baringo North and Baringo County, I wish to convey my condolences to the family of the late President. President Moi can be remembered for being a leader that united the country. As we move forward as a country, we have a lot to borrow from the leadership of Mzee Moi in terms of uniting our nation and ensuring that inclusivity is achieved. The Building Bridges Initiative (BBI) that we are currently discussing talks about inclusivity. Mzee Moi practiced inclusivity in his leadership by ... view
  • 3 Dec 2019 in National Assembly: Thank you, Hon. Speaker. I agree with your direction. Indeed, as requested by the leader of the Majority party, it is the business of committees when they receive reports to come back to this House with their reports. I want to confirm to this House that, already, my Committee has tabled a Report on the Judiciary Annual Reports for financial years 2016/20176 and 2017/2018. We are in the process of going through the Ethics and Anti-Corruption Commission’s (EACC) Report and the Director of Public Prosecutions (DPP’s) Report. So, I agree with you. That will help this House to understand the ... view
  • 28 Nov 2019 in National Assembly: Thank you, Hon. Speaker. I will be brief. I will mention two issues. One, through this Supplementary Budget, this House has asserted its authority in the Budget-making process. I want to thank the Committee for standing firm. view
  • 28 Nov 2019 in National Assembly: For example, in the proposed Supplementary Budget, the Judiciary was to lose Kshs1.4 billion for Development Expenditure. I am happy because the Budget and Appropriations Committee brought back that amount. We can complete the construction of the ongoing courts and start new courts in the next financial year. The Judiciary knows that the Departmental Committee on Justice and Legal Affairs oversees them. It is not proper and possible for the Judiciary to go to the Senate and appear before them. They appeared before my Committee last week and made their request known. We discussed with them. I appeared before the ... view
