Hon. Speaker, I think what I wanted to raise has been addressed by the Leader of Majority Party. So, it is okay.

Thank you, hon. Speaker, Sir, for giving me a chance to contribute to this very important Bill. When we established a commission to deal with an issue that had affected this country for a long time, namely the Truth, Justice and Reconciliation Commission, the intention was for us, as a country, to look back where we had come from and see the challenges we had faced, with a view to addressing those challenges. Parliament is a supreme institution that is given the responsibility to address every issue that faces our country. The Act, as it is, is such that this ...

that, indeed, when we reach the point of discussing the report, we are going to do so very objectively, realizing that the Kenyan people are watching us as we address these issues. I support the amendment.

I want to agree with you that what hon. Dalmas was doing was to sympathize with the situation Chairs find themselves in, in regard to answering questions. I want to address two issues. One, the comments from hon. Dalmas and other Members of the Committee on Administration and National Security give an impression that there is a problem in that committee. I think it is important for committees to address these issues in their own forums. If there are challenges, they can resolve them. In the interest of our integrity as committees and the House, we need to sort out ...

Thank you, hon. Temporary Deputy Speaker. I arise to support this Motion. I want to plead with the House that as we debate this Motion, one question arises, is this Motion justifiable? That is the question we need to ask as we debate. My humble submission is that this Motion is justified for the reason that we have very limited time left before we proceed on recess. This House has done very well; it would have been really good for us to conclude these Bills before recess. In so doing, the image of this House will also improve. I want ...

to plead with Members to allow this Motion so that we deal with the Bills. Let me also say that these Members are also justified to insist on proceeding with Private Members’ Motions, but let us balance that right and the request for this Motion so that we all move together. My plea is that the request for this Motion is justifiable. Thank you, hon. Temporary Deputy Speaker.

Thank you, hon. Temporary Deputy Speaker for giving me a longer time. I have a lot to say on this Motion. The Committee on Delegated Legislation spent several hours going through these Regulations. I wish to thank the President for coming up with this very important Fund. The objective of the Fund is to expand access to credit and to promote youth and women businesses and enterprise at the constituency level, thereby enhancing economic growth. One of the challenges that we have in this country is the unemployment of the youth who form over 65 per cent of our population. ...

that, that Fund should be made available easily to our young people. Later, when we go into the Committee of the whole House, I will bring some amendments. For now, I will just say three issues. That Fund has two components. There is the component on the youth and that one on women. The Kenyan women are equally an important sector of our society. I want to agree with hon. Midiwo and other Members that, as we form the constituency committees, we should be guided by the fact that we need to move together. My committee had a challenge in ...

Fund which is a very noble initiative. Lastly, with regard to the Ministry of Interior and Coordination of National Government, one of the Regulations - I think it is the fifth or third one - states that the Principal Secretary for the Ministry of Interior and Coordination of National Government must sit in the National Oversight Board of the Fund. These are people who should be concerned with the security of the country and not to sit in a Fund dealing with youth and women issues. These are issues that can be dealt with better by the relevant Ministry of ...
