First and foremost, allow me to thank my colleagues for their very valuable contributions during the Second Reading of this Bill. I am happy that the Members who have had a chance to speak have supported the Bill, save for only one Member who did not agree with the amendments. That is still his right. I wish to say that the purpose of the amendments, as I said when I was moving the Bill, is to clean up our electoral laws. The support given by the Members has confirmed that we have been able to prosecute this Bill in a ...

Thank you, Hon. Speaker. What is before the House is a Motion seeking a sitting tomorrow morning in accordance with Standing Order No.33(b) and not about the contents to be discussed tomorrow. If it is allowed, then tomorrow, the consideration of specified business will be moved by the Leader of the Majority Party. That is the time when Members will either oppose or support. It needs to be made very clear that the Leader of the Majority Party is only seeking to hold a sitting tomorrow morning. It is not in order at this point The electronic version of the ...

in time to anticipate debate and assume tomorrow’s discussion will either be legal, illegal or touching on the Supreme Court’s ruling. I stand to support this Motion and request Members to allow this Motion to pass so that Hon. Wamalwa, a good debater on the other side, gets a chance. But for a Member to imagine that he can read the minds of the Members on this side, that is improper. Otherwise, I support and ask us to allow for a sitting tomorrow morning.

Thank you, Hon. Speaker. I support this Motion. This Motion is important not only to hon. Members, but also to Kenyans. On 8th August 2017, Kenyans, under Article 38 of the Constitution, exercised their constitutional right of electing their leaders. Pursuant to the petition that was filed by NASA, the presidential election was nullified. Our Constitution is very clear on the independence of the IEBC. I appeal to my colleagues and our leaders to respect constitutional institutions. They are institutions of governance. The IEBC has the responsibility of conducting elections. However, it is worrying when there are a lot of ...

Hon. Speaker, I appeal to all of us to take the country forward. Hon. Wamalwa and my learned senior, let us put some sense of reason and sobriety to the minds of our leaders. We have a duty. I am happy that His Excellency the President of the Republic of Kenya has agreed to go back to the polls. This is the spirit that I want us to embrace. The NASA presidential candidate should be ready to face Uhuru Kenyatta in the repeat election, so that the sovereign will of the people can be expressed through the ballot and not ...

Hon. Speaker, I beg to move the following Procedural Motion: THAT, notwithstanding the provisions of Standing Order 97(4), this House orders that each speech in a debate on any Motion, including a Special Motion be limited in the following manner: A maximum of three hours with not more than twenty (20) minutes for the Mover and ten (10) minutes for each other Members speaking, except the Leader of Majority Party and the Leader of Minority Party, who shall be limited to a maximum of fifteen (15) minutes each, and that ten (10) minutes before the expiry of that time, the ...

priority in speaking be accorded to the Leader of the Majority Party, the Leader of the Minority Party and the Chairperson of the relevant Departmental Committee, in that order. Hon. Speaker, the distinction between Procedural Motions 8 and 9 is that this one relates to Motions. It is very important to have that distinction. In this case, it is now clear from the two Motions already read by Hon. Duale, the Leader of the Majority Party, and the Chief Whip; we need to have limitation of time in respect of Motions. In this case, we are allowed a maximum of ...

Hon. Temporary Deputy Chairman, I oppose this amendment. If you read the regulation as drawn, what the Commission wants to achieve is very clear. It says “appropriate infrastructure.” The Commission in collaboration with a service provider or providers shall put in place the appropriate telecommunication network infrastructure to facilitate the elections technology for voter validation, results transmission and so on.
