Finally, elected leaders of this country had a chance to give an input to these regulations. I would like to say that if we had not concluded these regulations, we would have had a very serious challenge as we prepare for the coming elections. As we have all mentioned, we have had five sets of regulations. Technology is now part of our culture as a country. For us to appreciate the role of technology in our elections and in our institutions--- I am happy that these regulations have been approved so that tallying of results and transmission of results in constituencies, polling stations and even in the national tallying centre can now be done swiftly through the technology we have passed in these regulations. The five sets of regulations address every aspect and every relevant area. If you look at the registration of voters, you will find that this is a continuous function of the IEBC. These regulations reinforce that particular role of the IEBC so that as we conclude our elections in August, this year, continuous registration of voters will be achieved as an on-going process.

So, voter education, again, is a process that should be continuous. There are regulations for party primaries and party lists. We have been saying that we want this country to have credible, fair and transparent elections. This can only be done if we start with political parties. These regulations will bring about discipline, order and procedures for political parties to follow during their nominations. Assembly Standing Orders and recommends to the House to approve them for publication by IEBC. Standing Order No.210 (5) provides that: “The Clerk shall submit the resolution under paragraph 4(b)(i) to the relevant State department or the authority that published the statutory instrument.” Section 109(3) and (4) of the Elections Act, 2011 as amended, however, provides as follows: “The power to make regulations shall be exercised only after a draft of the proposed regulations has been approved by the National Assembly.”
