Using that audit report, the police have already acted and arrested four people. Mr. Speaker, Sir, the people were arraigned in court in December, 2006. I am not in charge of courts now. Following the amendment of the CDF Act, 2003, the CDF programme was moved from the Ministry of Finance to the Ministry of Planning, National Development and Vision 2030. As the 1324 PARLIAMENTARY DEBATES June 24, 2008 Minister of State for Planning, National Development and Vision 2030, therefore, I am mandated to ensure that CDF programmes run smoothly. We would have implemented what was provided for in the Act early in January, but you know what was there at that time. We could not do it until April. That is why I have said there was a delay.
