  • 14 Dec 2011 in National Assembly: Madam Temporary Deputy Speaker, I am not because I have clearly said that we agreed that the document should be adopted by this House. So, I brought a Motion for adoption of the document but he is now suggesting that I bring a Bill. A Bill has to go through the Cabinet for approval. view
  • 14 Dec 2011 in National Assembly: Madam Temporary Deputy Speaker, the Member of Parliament is quoting the wrong figures. The figures in the Vision 2030 is 10 per cent. We are not on 2 per cent. We are on 5.6 per cent at the moment. view

I have replied to that letter indicating the elders who gave their details and were paid. The problem we had - and it is clearly shown on the list that I have tabled – is that there are elders who gave different names from the names that appear in the ID cards. If I can just point out from the list that I have shown my friend here--- On this list, there appears John Langat five times. But that John Langat has different ID number and you can verify that. In such a case, how do we pay? Whom do we pay? Do we pay John Langat five times? So, these are some of the problems that we have encountered. view

  • 8 Sep 2011 in National Assembly: Thank you very much, Madam Temporary Deputy Speaker, for giving me this opportunity. I want to thank the parliamentary Committee on CDF for approving the names. They have approved the 10 out of the 12 names that I submitted. I have had challenges when I request names from institutions. From one institution, I got four letters giving me different names. There are other institutions where I got two letters each submitting different names. I want the Clerk to look at the two letters. view

I am hopeful that in two weeks time, we will have the two names approved by the Committee. I will move with speed to gazette the names that have been approved by the House so that the new Board receives project proposals which I will expect Members of Parliament to submit as soon as possible.   • 8 Sep 2011 in National Assembly: Madam Temporary Deputy Speaker, Kshs10.6 billion is supposed to have been released by now. Unfortunately, we have not received any cent. However, we are hopeful that with the establishment of the Board, we will get that particular money. I will request the hon. Members as they go on recess, they move with speed to ensure that we have project proposals, so that as we get this money, we will be able to release it to the constituencies.
