Now that we are going to have an energised KeNHA given the fact that we are splitting the Authority into two entities, I hope that those roads will be addressed. I raised the issue in Parliament in 2008 and I am happy it is being addressed. It is only that it is taking too long. With those few remarks, I support.

Thank you, Hon. Speaker. I wish to support that Petition considering that one of the items that are being addressed very well by the new Constitution is fairness and equity. For example, in the last KDF recruitment, Navakholo Constituency did not benefit. That is unfair. That is what should be addressed by the Petition.

We need to bring services closer to the people. It is not only the recruitment of the armed forces that is going to be done at Navakholo, there is need to recruit the police. It is important that this Petition is addressed. The way the boundaries were done in this country was rushed. There is unfairness and inequities in some places. That should be addressed so that every Kenyan gets fairness, particularly the youth.

Thank you, Hon. Temporary Deputy Chairlady. The first one is okay. Depending on the key roles that this organisation is supposed to play, we are moving from the word “Authority” to the word “Commission”. I also support the issue of the fines imposed because previously, it was open-ended and any amount could be imposed. I support it. It would have been good for us to put in place categories because those big consumers are also in different categories. For now, we will take it as it is.

Thank you, Hon. Temporary Deputy Speaker, for giving me the opportunity to support the First Supplementary Estimates for 2015/2016. This is a process that is necessary because of the nature of what the Government deals with, both at the national and county levels in terms of items they could not see in advance. those who are involved will sit down and work out some formula of utilising that money properly rather than just giving it out and it ends up as handouts. Otherwise, it is a good idea. Our heritage is also very important. We have a problem of lack of proper coordination among independent offices such as the Ethics and Anti-Corruption Commission (EACC), the Office of the Controller of Budget and the Office of the Auditor-General.
