  • 12 Apr 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I also support this Bill. We will need to do much more than what we are doing now. The problem is that those who take these drugs to increase their capacity for the short term may be the ones who are already in athletics, but in some places the habit starts with our young people and what they emulate. We set up the National Authority for the Campaign Against Alchohol and Drug Abuse (NACADA), but I noticed one thing which is very interesting; they do a lot of seminars in hotels but we have ... view
  • 30 Mar 2016 in National Assembly: Thank you, Hon. Speaker. I rise to support the Petition. It is true the Thika Superhighway was an eye opener. It is a road that has made us to understand as a country, The electronic version of the Official Hansard Report is for information purposesonly. • 30 Mar 2016 in National Assembly: that we can develop by doing such roads. So, I support. Maybe it is because of the hurried way in which the project was done because of the need that was there. There are a number of safety measures which were not taken into account and many projects have been done like that. So, it is high time engineers in the Ministry of Transport and Infrastructure responded to this quickly, so that it can be remedied. Population has also increased. It is definitely very dangerous to the pedestrians. That should be apprehended. view
  • 30 Mar 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for the opportunity to support this Motion. We have to say as many times as possible for people to understand that those who are between the ages of 18 and 35 years constitute the larger proportion of our country. view
  • 30 Mar 2016 in National Assembly: Hon. Serut, you cannot explain a point of order. We have been here for long time. Sit down! The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 30 Mar 2016 in National Assembly: Hon. Temporary Deputy Speaker, Hon. Serut is an old Member of this House. He knows what to do if he wants to make an amendment or oppose the Motion. He should not disrupt me. Hon. Temporary Deputy Speaker, this Motion is very clear. It seeks to allow persons who were successfully vetted for purposes of issuing them with identity cards. It is the completion process that delays. Everybody knows. The larger part of our population is young people who we want to involve in what goes on. They are very impatient. That is the only problem. They are not like ... view
  • 30 Mar 2016 in National Assembly: Thank you, Hon. Speaker. I rise to support the Land Laws (Amendment) Bill. A number of changes arising from the Ndungu Report were not implemented because of the politics of the moment. It is good that this Parliament can now soberly look at the laws that have been in place and make the necessary amendments so that they can be in tandem with the expectations. Kenya being an agricultural country means that the land we have is more valuable than any other asset that we may have. It may also be more valuable than in other countries which rely on ... view
  • 30 Mar 2016 in National Assembly: trend of just acquiring land. This is why people at the Coast are very disgruntled to date. It is important to have legislation which can assist. Even if it is not going to control, it may regulate how land is going to be subdivided in terms of acreage and utilization. Kenya is more than three- quarters arid and semi-arid (ASAL), which means the land that can be put to agricultural use, must be well organised and well managed in terms of utilisation. In Mau there were large scale farms where you could find people rearing sheep. Today those farms have ... view
  • 23 Mar 2016 in National Assembly: Thank you. From what we know from the Constitution and the requirement of Article 224, I support this Bill but the views that have been expressed by the Members have to be taken into account seriously. We seem to be talking about the money we need to allocate to various areas and yet there is one aspect that we do not seem to have done in this country and it has been going on and on until it has become a precedent. When you allocate money to various functions, the issues of accountability and reporting back to say that so ... view
  • 23 Mar 2016 in National Assembly: Hon. Temporary Deputy Speaker, sometimes you find governors carrying money to give to a school and yet this is supposed to be done by the national Government. I want to look at the points that the seconder of this Bill, the Deputy Speaker, raised. Those are the issues that we need to address for posterity. Otherwise, we shall spend a lot of money, but a time will come when we will not see what that money has done. For example, if you take Kshs3 billion to Vihiga County where there are five constituencies--- If you give Kshs2 billion for administration ... view
