  • 31 Mar 2011 in National Assembly: Mr. Speaker, Sir, the answer the Minister has given here talks about the meeting to be held on 17th March. He is vague in his answer. I want an assurance from the Minister that this can be put in place by next week. Is he in order to avoid answering this question, because 17th March has already passed? view

  • 31 Mar 2011 in National Assembly: Mr. Speaker, Sir, I think the Minister is taking a very long route to answer the question. I was not asking for the names of the people who attended the meeting, but I was asking when they can start drawing the money because it has been there from July, last year. That is what I was asking and not who attended the meeting. view
  • 30 Mar 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the hon. Member has raised a very important Statement. I think we have asked Questions before on whether that service can be decentralized even for the young people who are looking for employment in various places. So, the Assistant Minister should consider availing that service at the district level. Secondly, it is the issue of the cost. Since the Government is supposed to provide for its citizens--- The cost for those who are unemployed – is it Kshs1,000 – is too high. Why can that cost not be waived just like they have done in ... view
  • 23 Mar 2011 in National Assembly: Mr. Speaker, Sir, the question that I want to put up as a follow up to Mr. Kombo’s question is that in the reply by the Assistant Minister he indicated some long term solutions. We are talking about situational problems like congestion. Could his Ministry not work very closely to ensure that there are Traffic Police in these places during times when there are traffic jams, so that they clear these traffic jams? This is because when they are there, traffic moves. Could this Ministry not work closely with the Ministry of State for Provincial Administration and Internal Security to ... view
  • 23 Mar 2011 in National Assembly: Mr. Deputy Speaker, Sir, this is one of the very important Ministries since independence. The other Ministries are very key to our development, but this one is very close to our lives. However, I think it is still being run in a very old and archaic way. That is the reason why we keep on coming here with Questions on a piece meal basis. Could the Assistant Minister tell us broadly what policies the Government has to ensure that there is water? When there is a problem, it should be attended to quickly. This is because there is one water ... view
  • 23 Mar 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I have been here from 9.00 a.m. I only went out for a short break in the afternoon. Mr. Temporary Deputy Speaker, Sir, I want to support this Address, which is like an outline the President was giving to guide us as we conduct our business, both here in Parliament and outside. I find the Address was okay. The only thing I find, as in all good written Addresses--- Kenyans have been able to write very good speeches. The only thing is lack of commitment to implementation. The other things that I really expected to ... view
  • 23 Mar 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, there has been a lot of talk about the ICC and the local tribunal. Sometimes I wonder; even the hon. Member who has just finished contributing – I think it is high time, through the Speaker’s and the Clerk’s offices, that when such a matter is happening, we get copies of the HANSARD on the contribution of each Member put somewhere where they can be able to refer because maybe they find it difficult to refer to the HANSARD. I note that what people contributed when we were talking about the Hague issue and the ... view
