Tourism is one of the top earners of foreign exchange in this country and thrives on what the Ministry of Forestry and Wildlife does. I was just saying that the Minister for Gender, Children and Social Development, and the Minister for Youth affairs and Sports, are the ones who are able to table some information on what they are doing. The program must have been implemented in a hurry. It was not assessed how viable it was going to be. The Assistant Minister says looking at the names it is very difficult to know whether these teachers are from Narok South or any other district. It is very clear. Even in Vihiga District out of 12 teachers recruited, six were from outside. The District Education Board was forced to sit again in order to look at the matter. The Assistant Minister knows very well that in this country when we apply for anything we use our identity cards, which show where people come from. These people have identification cards and it is known where they come from. What we are saying is that we should start from a place where we can take care of the locals. I just wanted to find out from him whether that was an afterthought or whether they complied with the building code from the very beginning. It is necessary that, at the planning stage, every interested party be involved. But the Minister seems to be indicating that he has done that as an afterthought.
