19 Nov 2009 in National Assembly:
Mr. Deputy Speaker, Sir, from the number of Questions that we have been directing to the Ministry of Roads, you gather that we talk about a lot of figures in terms of money being spent. What is the Ministry doing? I think there is a problem of information not getting to the headquarters from the ground very quickly? For example the Question that I asked about Kisumu-Kakamega Road, and compared with

18 Nov 2009 in National Assembly:
Mr. Deputy Speaker, Sir, I thank the Assistant Minister, but Kisumu City is going to be a major regional centre and the city is on the Lake. I do not know why the Government has not considered doing a major programme using the lake water rather than talking about short-term measures since 1963. Could the Assistant Minister tell us what major plans they have in place to improve the water situation and reticulation in Kisumu City?

18 Nov 2009 in National Assembly:
Mr. Deputy Speaker, Sir, I want to thank again my friend and the substantive Minister. I think they are doing good work, but I would like the Assistant Minister to make sure that what he is assuring this House is going to be implemented. Looking at what we have gone through, we are trying to come up with a Constitution which is going to divide this country into regions and Kisumu City is going to be a major centre. It is even catering, not only for Kenya but for East Africa and we want the image of this country to ...

17 Nov 2009 in National Assembly:
Thank you, Mr. Speaker, Sir. As stated by my colleagues, this issue does not affect this constituency only. I have several cases in mine. If every hon. Member was to bring his own cases, I think you would have a question from every constituency. I would have liked to hear the Assistant Minister say--- The Ministry, along with the TSC, is a major employer, just as the Public Service is. What steps are you are taking as an employer to ensure that this is done? We cannot keep on hearing about Treasury, and that you are liaising with the Treasury. ...

17 Nov 2009 in National Assembly:
On a point of order, Mr. Speaker, Sir. When I look at the Question, it does not ask whether the Ministry has got plans. In fact, it is asking what plans the Ministry has. That is exactly what the Question is looking for. I think the Assistant Minister is out of order.

17 Nov 2009 in National Assembly:
On a point of order, Mr. Temporary Deputy Speaker, Sir. When you look around, you will realize that we are less than 30 Members of Parliament and yet we are discussing a very important Bill. Is there a quorum in the House?

11 Nov 2009 in National Assembly:
Mr. Deputy Speaker, Sir, one of the questions that the Assistant Minister has not been able to answer correctly is about the security aspect. What measures have you put in place to safeguard our security? We are exposing the country to a lot of risks. What measures are in place to assure Kenyans of security, rather than just

11 Nov 2009 in National Assembly:
Mr. Deputy Speaker, Sir, there are traffic snarl-ups on the road not just because of the need for additional bus-stops, but also because the matatus do not even stop at the bus-stops. They get to the bus-stops and then park in the middle of the road. What is the Minister doing to liaise with the Ministry concerned and the traffic police to ensure that vehicles use the bus-stops as designed?

10 Sep 2009 in National Assembly:
Mr. Speaker, Sir, one of the major problems in this Ministry is the disconnect between the Ministry head office and the field officers. A road like Stand Kisa to Khumusalaba was indicated as having been done when nothing was done. You know that very well. What is the Minister doing to ensure that there is proper linkage between the Ministry headquarters and the engineers in the field because there is lack of information between the field officers and the Ministry headquarters?
