This is an issue where the left hand does not know what the right hand is doing. I want to say that the position of a district commissioner is very high. There is a standard scheme of service. Could the Assistant Minister consider employing chiefs and assistant chiefs at the district level rather than the head office? That is because the Permanent Secretary is very busy with national security and other issues. view
