I want to support this Bill because if you look at it, you will find that the definition of these private security services means any of the following: (1) installation of burglar alarms; (2) private investigations and consultancy; (3) car-tracking; and, (4) close circuit television. Government decided in the year 2008 that we put money in every part of the country so that we can be able to develop and maintain the fishponds and so on, it became very clear to Kenyans that fish could come from anywhere and not just from Lake Victoria or from Indian Ocean. Thank you, hon. Speaker for the opportunity to contribute to the mediated version of the Division of Revenue Bill. The most important thing is that all of us Kenyans passed the new Constitution because we believed in devolution. Thank you, hon. Deputy Speaker for the opportunity to support the Senate Amendments to the Public Procurement and Asset Disposal Bill. First of all, this Bill is very important. It changed what was going on before in this country where there was haphazard procurement and awarding of tenders. There had to be some kind of law to control that.
