The timing of the Speech was very important. Everybody in the country and abroad was expecting the President to be seen to be taking action. The only problem that we seem to have is in terms of the institutions that we put in place under the new Constitution; examples are commissions and the county governments. When we were debating the Constitution before we passed it, we were hoping that we were not going to devolve corruption to the counties, but it appears that, that is what we have done. Article 35 of the Constitution provides that every Kenyan has a right to access information, including information held by the State. The President gave us information about the state of the country to create an atmosphere where Kenyans can debate and give their views. I am happy that out of that, we have had a lot of discussions even on the FM radio stations. We are getting feedback for corrective measures on whatever could be an oversight in the President‟s Speech. I also want to refer to the county governments. Thank you, hon. Speaker. I also want to join my colleagues in supporting the appointment of Major General Lucas Tumbo as the Kenyan Ambassador to the Federal Republic of Somalia. I was looking at the constitutional aspect. I found that the Major-General is qualified for the job. Hon. Speaker, the issue of authenticity of his academic credentials and recognition of the university he has attended came up. The nominee stated that he obtained his education qualifications from an institution that enjoys international recognition. So, we are not in doubt there. There is also an aspect where he was asked about peace-keeping experience. He informed the Committee that he would use the lessons he had learnt during the peace-keeping missions in Namibia, Eritrea and Ethiopia. This is very relevant because it is within the same area. The amendment is quite in order because we have various existing laws in place. Unfortunately or fortunately, we have many pieces of legislation which, as my colleagues have alluded to, their implementation seems to be the problem.
