There must be good leadership in KNCHR in order for it to fulfill its mandate. view

That is the reason we have commissions having nine members. That is because we had eight provinces and so, we had to have one commissioner per province. However, we realised that, that was going to be very costly and that is why I want to congratulate this House for reducing the number of commissioners. It is a milestone and it has taken quite a lot of ideas and a lot of time for us to finally come up with the Uwezo Fund. We started off with the Youth Enterprise Development Fund and the Women Enterprise Development Fund. But finally, all this has been brought together so that we can have sufficient funds to run the affairs of women and youth in the constituencies and counties. view

This is a very important Bill. I would say that it has been long overdue. There have been quite a number of attempts by successive Governments, but whatever was done was not properly organized, co-ordinated and documented.
