Hon. Deputy Speaker, I also stand to oppose the Report because you can see that hon. Members of the Committee took a lot of time, but there is no tangible recommendation in terms of what should be done. What we saw on television, the caption, is totally the opposite of what we are getting from the time it took for this Report to come out. Hon. Temporary Deputy Speaker, there are two issues here. One, Dennis Waweru has just come now, yet we have been sitting here from 9.00 a.m. Secondly, if the hon. Member who was on the Floor at the rise of the House is not there when he is called, he forfeits his time. You do not spare time for hon. Members; you will not be able to operate the business of the House that way.

Thank you, hon. Temporary Deputy Speaker for giving me this opportunity to support the Report by the Budget and Appropriations Committee. The amount that has been allocated, particularly in this amendment here, is alright except only for the money that goes to county governments. We have seen that over the last one year, we have not been able to get accounts of the utilization of that money. I have been talking to the Chairman of the Committee about the issue of polytechnics but since it is constitutional, we will leave it at that. He has promised to talk to the ...

There is a big burden on the Budget because of the commissions that we have created in this House. It was based on the fact that, at that time, we had eight provinces and so, we decided that, in order to be fair, we give them out based on the provinces. We ended up having eight plus one to be Chairman. The situation has so far changed now that we have got 47 counties. So, that does not hold water. I think this amendment Bill is very important not only for what its memorandum of objects and reasons say--- It is not only the farming sector that is going to be helped.
