  • 1 Jul 2014 in National Assembly: Thank you, hon. Speaker. I want to agree with what hon. Neto and hon. Duale have said. However, I just want to give the Committee some information. Of course apart from that I want to congratulate them for coming up with this Report because it forms some basis on which we can be able to work. However, I want to give them the benefit of doubt and assume that in Recommendation 7, I think they intended that the issues that are being raised here by hon. Neto and the Leader of the Majority Party would be dealt with here, so ... view
  • 1 Jul 2014 in National Assembly: Hon. Speaker, as hon. Members, sometimes we find people coming to us; it happens most of the time when we are in the constituencies. They go to hospitals and they are given prescriptions; they are not able to buy medicines because hospitals do not have medicine. It is for that reason that I believe that issues that raised in this report cannot be wished away. There is also need for proper structures even as we talk about devolution of health services now or even if it was to wait. We need to have proper structures in place for this to ... view
  • 1 Jul 2014 in National Assembly: Regarding the issue of national dialogue, I just wonder about hon. Members who are supporting the way things are being done now. I do not know what would happen if for those who lost elections were given a chance to spearhead matters in the constituencies. This is the trend that we are trying to introduce, that is to get election losers to be the ones to spearhead the national agenda. I think it is a very unfortunate situation that people would want to be led by somebody who does not have mandate from wananchi; he wants to lead us into ... view
  • 25 Jun 2014 in National Assembly: I just want to say that the explanation given by the Committee Chair is good. I just want him to assure this House that he is talking to the Ministry and those people who are involved in supervising that project. That is because there is a lot of wastage and talk about big monies but, when you look at the outcome or the results out of that, there is nothing. Like here in Nairobi, they go and do patching and are paid. But when you go back after one day, they have left big potholes. So, the quality of work ... view

  • 24 Jun 2014 in National Assembly: Thank you, hon. Speaker, for giving me this opportunity to support the Supplementary Estimates of 2013/2014. The issue of planning for the unforeseen or the unexpected is important. This is because it is sometimes very difficult to plan for the whole year given that our economy has a lot of things happening in it. This is a good idea. Traditionally, we have these Supplementary Estimates in March. However, given the fact that our cycle of elections changed, and given the complex nature of the current Government system, we have the Supplementary Estimates presented now. That should not be an issue. ... view
  • 24 Jun 2014 in National Assembly: The Standard Gauge Railway (SGR) is one of the projects that we need in this country in order to spur growth. Our economy has grown. If you look at the Budget of this country of ten years ago and compare it with the current Budget, you will realize that our economy has grown by about six times. I remember that in 2003 we were talking about Kshs283 billion; today we are talking about Kshs1.8 trillion. The economy has grown, but we have not grown our sectors proportionally. We have not opened the country proportionately. Anybody trying to block the construction ... view
  • 4 Jun 2014 in National Assembly: Hon. Speaker, I also want to join my colleagues to condole the family of the late hon. Nyumu. I knew him last year when we joined the Departmental Committee on Education, Research and Technology and I found him to be a person who was very humble and likeable. He was somebody who could interact with anybody. Initially, I did not even know he was the Member for Gatundu South until after some time. I had a friend before who was a Member for Gatundu before it was split. When I asked how it felt to be a Member for Gatundu, ... view
