I remember some time back - about two or three years ago - there was the idea of collecting tax from those having properties - houses and so on. They were not able to put in place proper mechanisms to do that. What the property owners would do is hike the rent so that those who are renting the houses pay more to the extent that the landowners end up not paying anything. Once the machinery is bought and is stored, there will be a lot of vandalism. A small county like Vihiga buys equipment worth Kshs100 million and yet children in school do not have chakula . That is why I am saying that the money must be put to proper use. The Controller of Budget has been reporting on some of the mischief by some of the counties. Jared Opiyo for bringing this Bill. It has taken a long time for us to think this way from the 80s, when AIDS was discovered. Since 1998/99 when AIDS was declared a national disaster in the country, we have had various institutions dealing with HIV/AIDS, including NGOs.   • 30 Jul 2014 in National Assembly: in the Ministry of Health felt that they should be the ones to deal with it, but the Office of the President also felt that, maybe, because it had the matter of AIDS at its heart, it was the best placed to deal with it. You can imagine the kind of confusion that has brought. They do not have experts in the Office of the President. This has been taken round in circles.   • 16 Jul 2014 in National Assembly: The biggest problem is lack of information because there is a lot that goes on, for example, in the rural areas and more than 90 per cent of the victims do not report their cases because they do not know what to do. There are children who are molested, women who are raped and men who are harassed by others in those areas and this is not reported because they do not have any avenue to report.   • 16 Jul 2014 in National Assembly: when it comes to reporting. Some of us have tried to report cases to police stations and sometimes you are given very interesting conditions. Sometimes if they want to investigate a matter, they ask for fuel or say they do not have vehicles. A number of people end up giving up and are not able to report their cases.
