This is an important law. It is also interesting that we have had a situation in this country for 25 years, but we have been handling it in an ad hoc manner. Sometimes, it does not augur well. It is important that we have a law like this in place which can help us to deal with such an issue in an orderly manner because it is delicate since it is dealing with human beings. The other problem we have in this country is that we are very young. We have been opening up our markets to other countries like China without putting adequate laws in place. That is why we are getting substandard services and goods from those countries. So, we need a law like this to control that.

Thank you, Hon. Temporary Deputy Chairman. We should avoid contradictions as much as possible when we are making laws. I agree that it is in order because we do not want to have contradictions. We want clarity in everything that we legislate and approve here.

The Constitution talks about freedom of expression. Again, it should not just be freedoms which can eventually have negative effects. friend and brother, Hon. Paul Otuoma on the loss of his only son. It was very abrupt and tragic. I do not know how it happened, but I am told it happened so abruptly on Friday.
