  • 16 Nov 2016 in National Assembly: Thank you, Hon. Speaker for giving me the opportunity to support the Report by the Departmental Committee on Administration and National Security recommending the appointment of Lt. Col. (Rtd) Julius Ayub Githiri as Chairperson of the Board of NACADA. This is a very important position because, over time, it was eventually realised that we need to have an organisation or institution which can take care of the aspect of alcohol and drug abuse. Kenya, being a growing nation with more than 70 per cent of its population being young people who happen to get very affected by this, it is ... view
  • 16 Nov 2016 in National Assembly: aspects that need to be addressed in order to address this problem. When you look at the Curriculum Vitae (CV) of Lt. Col. (Rtd) Githiri, the other aspect you will find is that he has experience in various aspects of the work that he acquired while in employment in the armed forces. That is when you look at the local aspect. Again, looking at the CV, you will find that there are various areas he has served not only in this country, but others. That gives enough exposure to deal with some of the aspects that we see. You have ... view

  • 11 Oct 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me the opportunity to support this important Bill by the Senate. The Bill deals with the foundation of education. That is the initial formative stage of the youngsters who eventually have to grow up and get to where we are or even beyond. This is an important Bill. The only problem is the controversy it brings when it comes to the issues that have been said. I have been here and I have listened to what my colleagues have been raising, like the issue of the boards that are supposed to manage ... view
  • 11 Oct 2016 in National Assembly: the education system from the very beginning. However, they have not been provided in primary schools as it is supposed to be. People in private business have set up those centres and because of the demand and the requirement that children must pass through early childhood centres, particularly in towns like Nairobi, they have made them very expensive. I am sure if we start talking about it now the way we are talking about it and put it into law, it will create awareness so that people can start knowing that there are certain standards and requirements to be followed. ... view
  • 11 Oct 2016 in National Assembly: agricultural officers just seated in offices and yet, there are shambas there which they should use to show people how to farm. On the whole, this is a good law even though it may not be perfect. I foresee those boards bringing about controversy and other problems in various places. You know our people are struggling to own something. So, there is lot of competition from nursery schools to primary schools. The other problem facing ECDE is remuneration. You find that somebody who has been trained very well and is in possession of a certificate is promised to be paid, ... view
  • 31 Aug 2016 in National Assembly: Thank you, Hon. Speaker, for the opportunity to support this Bill. It is a very good coincidence that we debated the earlier Bill, the Election Laws (Amendment) Bill, and now we are debating this Bill. There are a lot of complimentary aspects. We are talking about how best we can improve the election process and the kind of measures we can put in place just in case there are areas where we go offline. The offences which have been outlined here are good because it now makes it very clear to those who participate in the elections and those who ... view
