Mr. Speaker, Sir, I want to take this opportunity to congratulate the Committee and to support their recommendations. This Parliament has done a lot in terms of such reports where hon. Members have gone out, in their respective committees, to come up with reports. We have similar situations like the one for the Masinde Muliro University versus the Kakamega Forest. We have a problem of land ownership at the Maragoli Forest. There is even another Report that we did on Syokimau. Thank you, Mr. Temporary Deputy Speaker, Sir. I rise to support the report and congratulate the Committee for the work done. Previously, the PSC has been composed of people who had just been handpicked by the Executive. They were involved in interviewing and recruiting public servants. But this time, the process has been reversed. The Commissioners have had to undergo a process they will subject others. That is recruitment through interviews and now vetting. Mr. Speaker, Sir, based on her line of argument, the NGOs have received money on behalf of Kenyans; for example, in the sector of education when the British Government was not able to fund certain programmes because of corruption. So, it was for Kenyans. On a point of order, Mr. Speaker, Sir. I think the Minister is not getting what I am saying. I am talking about the place where they worked which lacked facilities. It was just ad hoc environment. Can we create an enabling environment so that it is known all over the country that the Kenya Red Cross exists so that we do not just wait when there is a crisis?

asked the Minister for Lands:- (a) whether he is aware that Hamuyundi Primary School in Vihiga County is yet to acquire a title deed/lease for the parcel of land it stands on; (b) when the school will be issued with a title deed/lease; and, (c) whether he is also aware that many schools in the county are in the same predicament.
