  • 10 Nov 2011 in National Assembly: Mr. Deputy Speaker, Sir, last time when the Assistant Minister was answering a Question in this House two weeks ago, I raised an issue of not only these cafes but also on the TVs and this has continued. I do not know what he has done within the two weeks. This is because I have seen on Citizen and KTN TVs, people kissing very early when children are watching. I do not know what the Assistant Minister has done in the past two weeks over this. view
  • 9 Nov 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the Minister has talked about changing goal posts but I think this is the job of unions. They are trying to exploit the loopholes which they see in Government. There are going to be many more universities coming up. Initially, we had only one university, but now they are many and many more are going to come up. view
  • 9 Nov 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I am just asking the Minister to clarify whether they are preparing for this now that universities are going to copy from what is going on, if they know that that is the weakness they have to exploit for you to be able to listen. What preparedness have you put in place to address these situations as they arise from time to time? view
  • 9 Nov 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, thank you for giving me this opportunity to support this important Motion. I think Kenyans look up to Members of Parliament when there is a small problem. view
  • 9 Nov 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I beg to move:- THAT, the Motion be amended by adding the name of Hon. Adan Duale as a Member of the Committee immediately after the name of Hon. Abdul Bahari, MP. view
  • 9 Nov 2011 in National Assembly: That is necessitated by the fact we need to have as many people as possible who may have institutional memory on some of these issues. I would like to ask Mheshimiwa to second. view

  • 3 Nov 2011 in National Assembly: Mr. Speaker, Sir, the last time we were rushing to pass the Bills, the Vice-President and Minister for Home Affairs, who is the Leader of Government Business came and gave us an update like this one, which was very impressive. At that time, we said that we would move with speed. However, we said that due care must be taken so that there are no queries about the drafting when it comes to publishing. I hope that the Leader of Government Business has taken into account this as the process goes on. Eventually, we will be short of time. So, ... view
  • 2 Nov 2011 in National Assembly: Mr. Deputy Speaker, Sir, if you look at the answer and the explanation given, it seems as if the Government intended to assist some banks to make money. You cannot give out money at 6 per cent and then you allow banks to lend it at whatever rate. It is like the Government had a fixed deposit with these institutions. I support the idea that this matter be referred to the relevant Committee now that it has been raised, so that it can be investigated further and proper guidelines given when the money is given out. view
  • 2 Nov 2011 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for the opportunity to support this very important Motion. I want to thank the Mover for bringing this Motion. Cancer has become one of the main killers in this country. It is not easy to detect whether a person has cancer or not, but I am sure if we have facilities all over the country where detection can be done at no cost or very cheaply, it will be easier for people to know. If they are treated early, it will not be that expensive. I want to stress that the Motion requires ... view
