  • 1 Nov 2011 in National Assembly: asked the Minister for Lands:- (a) whether he is aware that the people who were relocated to Shaviringa in Hamisi District from Mbale in Vihiga District in 1991/1992 to pave way for the construction of Vihiga District headquarters and Vihiga District Hospital have not been issued with title deeds to date; and, (b) when they will be issued with title deeds. view
  • 1 Nov 2011 in National Assembly: Mr. Speaker, Sir, it is Vihiga District Headquarters and not Vihiga Headquarters. It has been 20 years since this was done. The relocation took place in the 1991/1992. This shows how irresponsible the Government is to its citizens. What can the Assistant Minister do to speed up this? Section 28 of the Forest Act is about variation of boundaries or revocation of State or local authority forests. Why has it taken 20 years for this to be done? view
  • 1 Nov 2011 in National Assembly: Mr. Speaker, Sir, I will allow that but I think there must be consultations because the title deeds will ultimately be issued by the Ministry of Lands. view
  • 27 Oct 2011 in National Assembly: Mr. Speaker, Sir, I want to thank the Assistant Minister for explaining to us the role of KIE. But I think the gist of this Question is the cost of books and the commission that is paid. That is because of the restricted nature in which it is done. What is the Assistant Minister doing to ensure that, that practice is reduced? I think it is a matter of trying to allow some competitiveness at all levels. view
  • 27 Oct 2011 in National Assembly: Mr. Speaker, Sir, he has been very articulate in telling us the role of KIE and what it is supposed to do. But the gist of the question is the cost of books when we get down to the districts and constituencies. That is because of the restrictive nature in which the Government gets involved. What are they doing to ensure that there is competitiveness in the publishing of the books so that the prices can go down? view
  • 26 Oct 2011 in National Assembly: Mr. Deputy Speaker, Sir, this issue does not concern only video cafes. It is even related to the mainstream television viewing and presentation on televisions, where every time, and even now, you find them showing films which are immoral. I think it is because of too much commercialization and bad competition. Could the Assistant Minister inform the House what the Ministry is doing through the Communications Commission of Kenya (CCK) and the Censorship Board to ensure that this is controlled? view

  • 26 Oct 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I also rise to support this very important Bill; the Kenya School of Government Bill. The purpose of this Bill is to create view
  • 26 Oct 2011 in National Assembly: a level playing field. It is to do harmonization of what has not been done in Government service or in public service for a long time. In fact, some appointments have been done without basing them on any definite criteria. So, this Bill will help us develop curriculum or a yardstick that can be used when we get people on board. It creates a lot of comfort. It creates openness. Everybody knows that if I am in this position and I will get this, I will be able to get there. We have seen what happened a few years back ... view
