timely Bill. The Constitution is trying to get rid of the marginalized groups, ethnicity and corruption, where favouritism is used and people are employed through that. If we get criteria like what I saw in the public administration where they train people who join the Civil Service, like District Officers, for the advanced public administration course, we will even create criteria for promotion. You cannot go and handpick people like I saw sometime. They are all entitled to get jobs, but there must be an entry point which is known and open to everybody. This will also apply to other ...

Mr. Speaker, Sir, when the Assistant Minister was talking about the variance and the rates that are paid as bonuses, he did not address the issue of quality; I have heard the hon. Members talking about quality. At Mudete Tea Factory and other factories nearby, there is a lot of room for us to increase tea production. Considering that it is one of the top foreign exchange earners for the country, what is the Government, or Ministry, doing in terms of incentives to ensure that there is increased output of tea in those areas and also its improvement in quality?

The reason as to why I want to contribute to this debate is what is going on now. I want to commend the Government for what it is doing so far to get the Al Shabaab militia out of the way. The Government is doing a commendable job in this regard. What I would like to appeal for is support from the international community, so that we can get terrorist activities out of our midst. Mr. Speaker, Sir, the concern that I have is on the last sentence of the answer to “a”, where the Assistant Minister has said that he is working the Catholic Diocese of Nakuru, who have--- That is a private organization. What is the Government doing because it is its responsibility to take care of its citizens and not a private church organization?

Mr. Speaker, Sir, it is not. I just wanted to thank the Assistant Minister for that elaborate Statement. Since this is a very important subject and it touches on the lives of almost everybody in the county, I am just wondering whether it could be proper for us to explore ways of speeding it up through the Committee on Implementation which we have established in this Parliament.

Mr. Speaker, Sir, my point is also on how to cushion the ordinary Kenyans. The Minister has talked about large imports of crude oil and maize, but he has not talked about the aspect of exports. There is a feeling that those who get payments through exports like the large scale exporters of flowers, have benefited out of this. How is the Minister going to reconcile this, so that we are able to cushion Kenyans out of the two?
