Mr. Temporary Speaker, Sir, as we know, water is life. Therefore, it will be very sad and discouraging if water should also become the cause of death and destruction. It will be remembered that during the 1967 war between Israel and Egypt, the Israelis constructed a wall which was considered as one which could not be penetrated.
