  • 23 Feb 2023 in National Assembly: Asante sana, Mhe.
  • 23 Feb 2023 in National Assembly: Kwa hivyo, ninawatakia kila la heri. Muendelee vivyo hivyo. Mvae haya mavazi mazuri na mtandaze utamaduni na ustaarabu huo kote Kenya. Zaidi pia, tujikomboe kiakili na tuwe na nchi inayoheshimika. Asante sana, Mhe Naibu wa Spika. view
  • 24 Nov 2022 in National Assembly: Thank you, Hon. Temporary Speaker for the opportunity. I am seeking a Statement concerning the expiry of unused data bundles and wide- spread internet throttling practised by internet service providers. The request for Statement is pursuant to Standing Order 44 (2) (c). I wish to request for a Statement from the Chairperson of the Departmental Committee on Communication, Information and Innovation on the expiry of unused data bundles and the wide-spread practice of internet speed throttling practised by the internet service providers. We are in the midst of an internet revolution whereby access to the internet has made the world ... view
  • 24 Nov 2022 in National Assembly: Hon. Temporary Speaker, there is need to protect Kenya internet consumers who find themselves exploited because of the expiry of data bundles before they can be depleted and the deliberate reduced internet speeds. Forcing expiry dates on subscribers only benefits internet service providers and has a negative impact on efforts to promote digital adoption in the country. It is on this account that I seek a Statement from the Chairman of the Departmental Committee on Communication, Information and Innovation on the following: The electronic version of the Official Hansard Report is for informationpurposes only. A certified version of this Report ... view
  • 24 Nov 2022 in National Assembly: 1. Could the Ministry of Information, Communication and the Digital Economy clarify the rationale behind time limitations on validity of data services used by telecommunication companies and internet service providers? 2. What immediate steps is the Ministry taking to ensure internet service providers do not continue to deprive subscribers of unused data bundles already paid under the current validity expiry model? 3. What plans does the Ministry intend to put in place to cushion consumers through regulation to ensure ISPs extend bundle validity cycles and provide roll over of unused data options? 4. What specific measures is the Ministry taking ... view
  • 23 Nov 2022 in National Assembly: Thank you, Hon. Deputy Speaker. I would like to request for a statement addressing the financial distress facing our public universities under Standing Order 44(2)(c). Pursuant to the provisions of Standing Order 44(2)(c), I wish to request for a statement from the Chairman of the Departmental Committee on Education and Research on a matter of general concern, namely addressing the financial distress facing public universities in Kenya. Our higher education sector is currently grappling with serious financial challenges. In the recent past, public universities have been struggling to survive as they are unable to honour their statutory obligations including remittances ... view
  • 23 Nov 2022 in National Assembly: public universities. The current Government funding criteria for state sponsored students is the Differentiated Unit Cost (DUC) where the Government is expected to shoulder 80 per cent of the tuition fees cost per student and the rest is covered by the student. It is notable that the current flat rate fee structure fee paid by students has been in place since the 1980s. Therefore, public universities depend on the Exchequer for survival. Owing to the acute financial crisis, the University of Nairobi was recently forced to raise tuition and accommodation fees in a bid to stay afloat. Egerton University has ... view
  • 23 Nov 2022 in National Assembly: Thank you, Hon. Temporary Speaker for this opportunity. I would like to oppose the Petition on the grounds that changes to the Constitution are weighty matters and they need to be considered very carefully and must be important and have the support of the majority of our population. This kind of change which would only favour the politically elite is of no use to our country given the fact that we have had a history of abuse of the constitutional system. I remember when we had the one-party system, our Constitution could be changed by the day or by the ... view

  • 22 Nov 2022 in National Assembly: Thank you, Hon. Temporary Speaker. I support the Motion on two main reasons. One is the fact that the technology used in GMOs is significantly controversial and many countries have banned or restricted the use of GMOs. We have also banned it for over 10 years and there has never been a good reason to explain the rushed decision by the President who has been in office for some few months. view
