Thank you, Hon. Temporary Deputy Speaker. I hope by the time I am done, he will know what he wanted with the intervention. We have seen situations where the President gives a directive that all monies be refunded to taxpayers as provided and this does not happen. For example, one mitigation measure taken by the President in terms of ensuring business people are refunded their money did not happen.

Bribery we know, of course, is payment to induce or to cause someone to behave otherwise to look the other side. Therefore, I call upon you, Hon. Temporary Deputy Speaker, to ask the Member to withdraw and apologise to the House for misleading us.

many times must we debate and sound an alarm before it is implemented? Money has been set aside, and yet nothing is happening. Someone must bite the bullet. If the Principal Secretart, who is the Accounting Officer, or the Cabinet Secretary are sleeping on the job, they should step aside and allow other competent Kenyans to run the Ministry of Health so that Kenyans stop going through this pain and shame. I support the Report and hope that it is going to be implemented.
