Thank you, Hon. Temporary Deputy Speaker for that guidance. I wish to support this Motion based on what we are going through as a country. I want to believe that this is happening all over the country whereby floods are becoming an issue. There seems to be a heavy downpour that was unprecedented. Hon. Temporary Deputy Speaker, I wish to state that I do not want to impute improper motives on my colleagues. We must rise to the occasion because we are a budget-making body and allocate money to weighty matters. We must put our money where our mouths are. With those few remarks, I congratulate Hon. K’Oyoo for moving this Motion for Adjournment so that we can discuss the issues that affect our people. I wish all Members a merry Christmas and a happy year 2020. On the numerous supplementary budgets that are brought to this House, economic planning is something that is very important for any progressive country. For sure, the budget is one tool of planning and projection as to how much you want to spend based on the kind of projects that we have. When we have supplementary budgets that are varying from the original budget to the tune of more than 10 per cent, it means something is very wrong in our planning mechanism.

With the appointment of the new Controller of Budget, she should take up her office positively and do what she has to do so that we can get ourselves out of the quagmire that we are in. Since we came into this House, several supplementary budgets have been passed, which are not reflective of the budget that was passed.
