• 28 May 2013 in National Assembly: Hon. Temporary Deputy Speaker, Sir, thank you for the point of order. I am a bit concerned about whether we are setting a precedent in debate here! First of all, there is nothing in the Standing Orders that precludes a member of a committee from contributing, or enjoying equal rights to contribute to a debate on a report originating from the committee where the member serves. There is no requirement in the Standing Orders that unless you dissented in committee you cannot oppose a report. There is nothing in the Standing Orders to that effect. Serikali inatumia kiwango kubwa zaidi cha fedha kufanya utafiti katika sekta ya ukulima, kwa mfano, kupitia mashirika kama vile KARI na mengineo. Naibu Spika wa Muda, nakamilisha kwa kusema kwamba naunga mkono ombi la kwamba, badala ya Serikali kutoa mikopo, iwe ni msaada maalum - yaani grant – pesa ambazo zitawasaidia wavuvi kuweza kujimudu na wapate nguvu ndipo wawe kwenye hali ambao wanaweza kuchukua na kulipa mikopo. view

The proposal in the Motion is that we amend our Standing Orders so that we allow what I consider to be an arrangement that would be to honour and respect Article 10(2)(c) of the Constitution that places among our national values and principles of governance as being good governance, integrity, transparency and accountability.
