This Motion has the effect of amending the Fifth Schedule to the Constitution. However, on the more serious business or the mandate of this Committee, I had the privilege of serving on both Committees and on the Committee that negotiated the Constitution. I, therefore, understand that this Committee is the only committee that has direct express constitutional characterization because the Constitution expressly establishes it. You did not belabor the obvious and certainly you did not reiterate what is already constitutional mandate.
