As a former public officer, I know that the Government loses a lot of money, especially through public procurement. About 36 per cent of the goods and services procured are overcharged. Hon. Budget making process is vested in this House through its Budget and Appropriations Committee. Therefore, if any Accounting Officer, out of his own volition will exceed the limits given by the National Assembly, the Committee considers that to constitute a grave violation of the Constitution and recommends that such an Accounting Officer must be severely punished. I hope the Office of the Director of Public Prosecutions, which is now independent, will go straight for the cases where the Committee has recommended for direct prosecution. Speaker you chaired the Committee on Appointments when we were vetting the Cabinet Secretaries. You remember I was a member of that Committee. Now that the vetting of another Cabinet Secretary is coming, I have just learnt a few minutes ago through “kangaroo means” that I have been removed from the Committee on Appointments.
