Thank you, hon. Temporary Deputy Speaker. I also want to thank the Mover. I think the experiences we are hearing here are very scaring for those who lost their elections. I hope the society will hear the bitterness of former Members of Parliament who have lost their seats. I would like to thank hon. Keynan. I think the society should be thinking about mainstreaming back former Members of Parliament. We must come up with a system on how best we can mainstream hon. Bill that has amendments incorporating the counties now that everything in this country is devolved. Every Kenyan is entitled to a clean and healthy environment. However, what has been happening is that everybody has been doing what he or she wants. There has been a lot of environmental pollution, dumping and littering. Thank you, hon. Temporary Deputy Speaker for giving me this opportunity. I also wish to join my colleagues in supporting the Bill. This Bill is timely. The Bill is part of the Constitution that is geared to take care of human rights whenever you are deprived of liberty or freedom. However, what we are lacking in our prisons and places of custody is management or supervision. There should be independent bodies that should visit our prisons and places of custody such as the police stations where people are being held in remand. Otherwise, having the Bill does not mean much. ...

Some people stay in custody or prison for almost 40 years and by the time they are leaving, they do not have anything to use for Matatu fare to get home. When somebody is imprisoned for a long time, we should put them ...

Thank you, hon. Temporary Deputy Speaker. Since Independence, this country has had a beautiful code of conduct for the Civil Service. However, having the code of conduct and values on paper and implementing them are two different things. Most Kenyans lack patriotism. The issue is not having ethics on paper or in Bills, but it is having this as part of personal values. It starts from the individual as a civil servant or a private investor. Every Kenyan must have values. It is very unfortunate that most of our civil servants, or public servants, have not been conducting themselves very ...
