Mr. Deputy Speaker, Sir, I rise pursuant to Standing Order No.53(1) to seek a Statement from the Standing Committee on Agriculture, Livestock and Fisheries regarding the state of the livestock sector in Kenya. In the Statement, the Committee should- (1) Indicate the contribution of the livestock sector to the national Gross Domestic Product (GDP). (2) Indicate the budgetary allocation for the sector in the current financial year indicating whether it is commensurate to its GDP contribution. Cabinet Secretary is, what are his plans to construct stadia in my County Wajir and neighbouring counties, because there are no proper stadia? There are small ones that are not well done. As you are aware, there are many unemployed youth. Sports is one of the things that nurture the talent of the youth. It is the same question on the stadia issue. Kindly, let me finish. The stadia are not well managed in most places and they are neglected. So, are the stadia under the counties or his Ministry? Madam Temporary Speaker, thank you for giving me the opportunity. The Social Health Insurance is actually an appropriate insurance for Kenyans health cover. This replaces the old National Health Insurance Fund (NHIF). As you are aware, in the past, NHIF has been giving health covers to this country. There has been a lot of abuse of the official services and payments. There are many cartels involved in these things. It has impacted adversely on the pastoralists and the Northern part of this country. Therefore, these days, there is frequent drought and unreliable rainfall patterns as a result of climate change.
