This House has all the constitutional measures that can be put into place to deal with the governors. • 24 Apr 2024 in Senate: Mr. Chairman, Sir, I beg to move: THAT clause 4 of the Bill be amended— (a) in sub-clause (1) by deleting the word “electronic” appearing immediately after the words “an up-to-date” and substituting therefor the words “digital and manual”; (b) in sub-clause (2) by deleting the words “utilise the appropriate technology to ensure” appearing immediately after the words “Cabinet Secretary shall” and substituting therefor the words “ensure appropriate technology is utilized for”. view

This is to ensure that the Cabinet Secretary does not only keep electronic records of the boundaries of each county, but instead keeps both the digital and manual records. This will enable the citizens in the country to verify the digital and manual records of the boundaries of different counties. I urge Members to support these amendments. view

It is a very unfortunate situation today that this very House that is supposed to oversight the counties, has failed the people of Kenya because of the pending bills increasing over the years. I want to correct my friend and my neighbour, Sen. Abdul Haji, that the Wajir County pending bill is Kshs5.5 billion. However, what is shown in the CoB report is the verified amount of Kshs1.6 billion. I want to put the record on HANSARD that the Wajir County pending bill stands at Kshs5.5 billion.
