It the not the same money that somebody should have been waiting for because it has already been appropriated. If there is going to be construction of a hospital, laboratory or a road, the money is already there in the budget.   • 23 May 2023 in Senate: Madam Temporary Speaker, I thank Sen. Mariam Omar for bringing this timely Bill. It gives us a way to develop regulations. The Bill also stipulates that anyone who does construction works in the county and national Government has to account for what they have signed for. This will save Kenyans. However, we must save Kenyans who are suffering, others are in depression, some have died and others have gone crazy because of frustrations. First and foremost, I want to send my heartfelt condolences to the people of Marsabit and the three families that have lost their loved ones. Unfortunately, as the Mover said, there were suspicions that there must be a hidden agenda to keep the pastoralists busy, so that they can continue killing themselves and so that underdevelopment can continue.   • 2 May 2023 in Senate: Mr. Speaker, Sir, I beg to support the Statement on supply of oxygen. As you are aware, supply of oxygen is necessary, especially during emergencies. This is because there are many accidents happening, but oxygen is scarce in most parts of the country. During the COVID-19 pandemic, many Kenyans died due to lack of oxygen. Most parts of the country, especially in Wajir, Garissa and Mandera Counties are dealing with issues to do with title deeds. When will the Ministry open offices in these counties to issue title deeds? It is difficult to travel from Mandera or Wajir Counties to look for title deeds in Nairobi. When will you have a regional office that can give title deeds? What is your plan? view
