The Committee wrote to the Ministry of Interior and Administration of national Government seeking for a response as to why the relocation of national Government services has not been effected. The Committee received a comprehensive response from the Cabinet Secretary which was shared to the requester of the Statement.

The Committee undertook a county visit to Tharaka Nithi County from 20th to 21st January, 2023 to ascertain the status of the delayed operationalization of Kathwana Town as the County headquarters; and held meetings with the EACC and the Controller of Budget to deliberate on matters affecting the stalled construction of the Tharaka Nithi County Assembly Chambers.

Mr. Speaker Sir, in the course of its investigations, the Committee has made the following key findings - (1) THAT Tharaka Nithi County was among the Counties that received the conditional grant intended to supplement financing of the construction of County Headquarters and as at June 2022 the Cumulative expenditure for the construction was Kshs217 million and the project was 85 per cent complete. (2) THAT there is lack of adequate infrastructure in Kathwana town that can accommodate all the national Government departments. Kullow Hassan was well known to me. We were neighbours from 2017 to 2020 because we lived in the same place in South C. I knew him as a simple man. I was also a classmate to his elder brother.
