  • 30 Mar 2023 in Senate: Mr. Deputy Speaker, Sir, I rise, pursuant to Standing Order No.53 (1), to seek a Statement from the Standing Committee on Finance and Budget on the status of the pending bills in Wajir County Government. In the Statement, the Committee should - (1) State the total amount of the unpaid bills in Wajir County Government, giving a breakdown of these bills since FY 2013/2014 to date, segregating the bills on the basis of development and recurrent expenditure against approved budgetary allocations of the county. (2) State steps that have been taken to identify any fraudulent or irregular claims among the ... view
  • 29 Mar 2023 in Senate: Thank you, Mr. Speaker, Sir. I support the Statement from Sen. Crystal Asige. We have many PWDs in this country, but not all services and work given to them is adequate. In many instances, they are neglected. It is high time the country took PWDs seriously and give them what is enshrined in the Constitution. Disability is not inability. Sen. Crystal Asige is perfectly in this House as a representative of the PWDs. You can see how she contributes every day. She is very active and I congratulate her on that. We need to give space and support the PWDs. ... view
  • 28 Mar 2023 in Senate: Thank you, Mr. Speaker, Sir. I beg to support the Statement. What is happening in the counties is an unfortunate situation. Most of the staffs do not receive their salaries in time. The governors are forced to get money from banks on loan and at times, the money is not released within four to five months. For instance, in my county, for the last five months, no money has been released and workers have not been paid. The governor has gotten money from the banks. While the national Government is paying its own staff on time, the counties staffs are ... view
  • 21 Mar 2023 in Senate: Mr. Speaker, Sir, as Sen. M. Kajwang’ has said, this a weighty matter. As we are aware, we still have teething problems in the counties. However, some governors are still creating more municipalities and urban centres without budgetary allocations. view

  • 21 Mar 2023 in Senate: I know there is a Bill coming in the next few days to do with boundary issues. I hope the teething problems on boundaries, cities, urban centres and all will be sorted. Being the Chair of the Standing Committee on Devolution and Intergovernmental Relations, we have taken note. This will be taken seriously and we will bring a report to this House. Therefore, we will follow up on the issues raised. There are many municipalities that have been created by the governors. The governors are managing them and many resources are being collected, but nothing is given to the municipalities. ... view
  • 16 Mar 2023 in Senate: Thank you, Mr. Temporary Speaker, Sir. I also join my colleagues to support this Motion and congratulate the appointees to the Council. As you are aware, climate change has now become a big disaster, especially in Africa. The Britons, the people who have industrialised America, Europe, and all those places where there is a much industrialization have caused a lot of havoc. We must impress on these people that they must pay for the pollution that we are now having. The people who are suffering in Africa must be compensated for the consequences of the industrialized countries. This country called ... view

  • 16 Mar 2023 in Senate: It is high time that the Government had a plan and programme of restocking animals because that land can only be used for livestock keeping. It is also a high time we changed our lifestyle. We need to produce food. Seventy per cent of this country is marginal land. Food production can still be done under irrigation. Today, Saudi Arabia and Egypt are producing food in surplus. Kenya has better land and we have all the resources available. However, our priorities are upside down. We cannot rely on the Rift-Valley and the green parts of the country only to produce ... view
