Mr. Speaker, Sir, I rise to make a few comments before I say whether or not I support the Motion. It is a pity that the business of this House seems to be misunderstood by my counterpart on the other side. It is more or less a Jubilee affair, yet this is business of the House. Listening to the Chairperson, she spoke about a number of GSU camps that have been established in a number of villages, but that is only going to help us in the short term. I am glad she mentioned something about inter community peace meetings. Short term solutions are never good, but what are you thinking of the long term solutions? Thank you Mr. Speaker, Sir for this opportunity to contribute to this very important Report relating to the appointment of the Inspector-General of Police. I have two to three comments. First, in this country when appointments are done, though it is the prerogative of the President and within the Constitution to allow him to pick the individual, it is important that a number of factors are considered. It is quite evident that responses are either inadequate or not very good answers are given. Just to pick one example, if you allow a second, Lenny said he needs another two weeks-- -

It is Sen. Lenny Kivuti. He said that he needs another two weeks besides the two or three weeks they were initially given. I think we are being treated to a situation where we are not getting any meaningful transaction of business in this House particularly with regard to Statements. It is about time we looked for an alternative approach because bringing Cabinet Secretaries to the Committees is not sufficient.
