  • 24 Feb 2015 in Senate: On a point of order, Mr. Deputy Speaker, Sir. With due respect to the King of Meru, Sen. Murungi, I would want to point out the information that relates to the fact there seems to be some semblance of peace. It is not backed by figures and facts. This could be a period of lull and we do not know whether there are impending attacks or killings. Is he in order to actually give information that is not backed by figures and facts at this stage? view
  • 24 Feb 2015 in Senate: Mr. Deputy Speaker, Sir, I want to add my voice to those of my colleagues who supported this particular Bill by Sen. (Prof.) Lonyangapuo, and I stand to make two comments. First, the Kenya Police Reservists have suffered in the past as a result of the failure by the Ministry of Interior and National Coordination to make a clear policy in terms of remuneration, command structure and deployment. On several occasions, deployment has been questioned in a number of areas particularly in the ASAL areas where these people have served and communities continued pointing at each other. I think as ... view
  • 17 Feb 2015 in Senate: Yes, Mr. Speaker, Sir. We have heard what has transpired with the Committee that is headed by Sen. Khaniri. It has been very difficult to even get the Cabinet Secretaries or any other Government officials to give their responses in the National Assembly and the Senate. Since this matter is unresolved, probably it could have been directed to the Committee on Implementation. This is the only way we could have enforced it. This is because many a time, Motions have been passed here and reports are brought here, but they are never enforced. Probably, we could use the Committee on ... view
  • 11 Feb 2015 in Senate: Thank you, Mr. Speaker, Sir. I stand to second the Motion moved by the Senate Majority Leader. This is very necessary because for Members to ventilate on issues critically, in depth and for us to add value, we need to give Members more time. Without wasting time, I say that 15 minutes is sufficient for us. With those few remarks, I beg to second. view
  • 11 Feb 2015 in Senate: Thank you, Mr. Speaker, Sir. I want to second this Motion as proposed by the Senate Majority Leader. Many a times during debate on the Adjournment Motion, Members have to honestly almost scramble – let me put it that way, maybe you will get it – because of the timing. In fact, increasing the time to 15 minutes will give Members ample time to dwell on very crucial discussions. Mr. Speaker, Sir, I beg to second. view
  • 11 Feb 2015 in Senate: Thank you, Mr. Deputy Speaker, Sir. The Senate Majority Leader has very ably canvassed for this Motion and towards the end, he said that it gives an opportunity to all Members, including those on this side. I, therefore, beg to second this Motion very humbly. view
  • 27 Nov 2014 in Senate: Mr. Temporary Speaker, Sir, I want to seek for some other direction. view
  • 27 Nov 2014 in Senate: Mr. Temporary Speaker, Sir, listening to the comments from two of my colleagues, I think that this an opportunity for us, not necessarily at the Second The electronic version of the Senate Hansard Report is for information purposes only. • 27 Nov 2014 in Senate: Thank you, Mr. Temporary Speaker, Sir, for allowing me to second The Statute Law (Miscellaneous Amendments) (No. 2) Bill, (National Assembly Bill No. 33 of 2014) has put here this afternoon. view
  • 27 Nov 2014 in Senate: Mr. Temporary Speaker, Sir, my flow of thought has very much been interrupted by the numerous points of order, including my own. I was almost getting convinced that at one point we really need to accommodate views from other stakeholders. I joined in because I felt that we needed to create a law or somehow make amendments that will not affect or is in the public interest. However, we will proceed as you suggested. Probably, at a certain point in time, we will correct any anomalies that might have emerged along the way. Mr. Temporary Speaker, Sir, as I said, ... view
