Given that relief food is not a very good option because it can help, but it is a short term measure, could the Government consider restocking these people, especially in cases such as this one where livestock cannot be traced?   • 31 Oct 2013 in Senate: routes. They are using gazetted customs border posts, including that of Elwak and Liboi. The border is technically closed. However, the fact of the matter is that people are moving, goods are moving in and this is in agreement with representatives of the national Government. I would like to ask, kindly, instead of saying that it is closed, that you open it. After all, nothing is being restricted. It is easier to maintain control flow of arms, goods and people when the border is open. It is easier that way. view

But I have listened keenly. The Motion talks about formulating policy whereas what is raised by Sen. (Dr.) Khalwale says “implementing policy.” I think it is the preserve of the national Government to formulate policies where county governments are not able to. I feel the Motion is in order. Mr. Speaker, Sir, in areas where I come from, particularly in the north, where there are persistent droughts, if only we focused on water harvesting, we would not have suffered so much. The truth of the matter is that we have not had any responses being done comprehensively, authoritatively and in a binding manner. I seek your considered ruling on this. We know the limitations according to the Constitution. We kindly ask you to look into this matter deeply and see to it that we get the correct responses which are comprehensive the way I have put it. They cannot just make commitments on behalf of the Government. You need to make a ruling and set the pace. view
